What Is a Regional Development Plan?
A regional development plan (çevre düzeni planı) is an upper-tier planning document that defines long-term land-use decisions for an area. It is prepared at the provincial, basin or regional level and forms the framework for zoning plans. All lower-scale zoning plans must comply with this upper-tier plan.
Difference Between a Regional Development Plan and a Zoning Plan
- Regional Development Plan: Prepared at a scale of 1/100,000–1/25,000; determines major land-use decisions such as agriculture, forestry, conservation, industry and settlement.
- Master Zoning Plan: At a scale of 1/5,000; determines general land-use decisions and densities.
- Implementation Zoning Plan: At a scale of 1/1,000; defines building conditions on a parcel-by-parcel basis.
Importance for Investors
A parcel designated as agricultural or forest land in the regional development plan cannot be converted to a residential or industrial area through a zoning plan. For this reason, upper-tier plans must be examined before making a large-scale land investment.
